NCOA Legislative Perspective
NCOA is a legislative advocate for the men and women who serve in the Uniformed Services of the USA, Guard, and Reserve Components. It seeks entitlement programs for all enlisted personnel, retirees, veterans, and their families that provides for their quality of life throughout and following their uniformed service.
NCOA seeks those legislative entitlements to preserve and extend benefits ensuring adequacy for 21st Century Active Duty, Guard, and Reserve members. It further seeks to ensure that veterans of all eras and their families are treated equitably in compensation, pension, healthcare, and all special benefit programs. And lastly, to hold this Nation accountable to fulfill its promises to all who have answered the clarion call to duty.
The Association, with its member involvement, continues to evolve and articulate its legislative program in support of the Uniformed Services of the USA. It is an organizational member of The Military Coalition and other strategic alliances that share common purpose and provides Strength in Unity in the legislative process.
NCOA is proud of its legislative track record and achievements over the past 30 years. NCOA was instrumental in the establishment of the original Montgomery GI Bill and its later improvements, creation of an equitable Dependency Indemnification Program, creation of enlisted severance pay, equity in hazardous duty pay, development, and extension of TRICARE and TRICARE for Life programs, concurrent receipt, substantial pay and targeted pay raises, unemployment compensation, health and dental care, and countless other enhancements that created, improved, or further extended military personnel and veterans benefits. We continued over the years to pursue the elimination of “The Widow’s Tax” which would allow the concurrent receipt of VA Dependency Indemnification Compensation and military Survivor Benefit Program compensation. This last issue is an inequity that should outrage all Americans!
